ISO 50001 consulting in the DACH region: introduction, certification, operation

ISO 50001:2018 is the internationally recognised standard for energy management systems. This article shows the advisory timetable in the DACH region, the interfaces to EnEfG, EDL-G and CH wholesale consumer goods and the role of the environmental officer.

ISO 50001:2018 has defined the internationally recognised requirements for an energy management system (EnMS) since August 21, 2018. In the DACH region, the standard bundles three national groups of obligations: the German Energy Efficiency Act (EnEfG) of November 13, 2023, the Austrian Energy Efficiency Act (EEffG 2023) and the Swiss large consumer article according to Article 9 of the Energy Act. Certification is a prerequisite for peak compensation, for electricity and energy tax relief and for exemption from efficiency measure requirements.

Advice on ISO 50001 is more than an audit appointment. It includes energy planning according to Chapter 6, the energy assessment, the determination of the Energy Performance Indicators (EnPIs), the involvement of management and the ongoing Plan-Do-Check-Act cycle. ISO 50001:2018 at a glance: structure and scope

ISO 50001:2018 is the second revision of the standard. It was published on August 21, 2018 and replaces the 2011 version. The revision adopts the High Level Structure (HLS) according to Annex SL and thus enables uniform integration with ISO 14001:2015 (environmental management) and ISO 9001:2015 (quality management). The transition period ended on August 20, 2021.

The standard is divided into ten chapters. Chapter 4 requires the context of the organisation, Chapter 5 the commitment of managers with a named energy management function, Chapter 6 energy planning with energy assessment and EnPIs, Chapter 7 resources and competencies, Chapter 8 operations with design and procurement, Chapter 9 evaluation and Chapter 10 continuous improvement.

The scope of application is industry-neutral. A medium-sized manufacturing company with 250 employees, a data centre with two megawatts of connected load and a logistics hub with a cooling fleet can apply the same standard. What is crucial is the reliable recording of the energetic baseline (EnB) and the definition of meaningful EnPIs.

Certification is carried out by a certification body accredited by the German Accreditation Body (DAkkS), Accredia or the Swiss Accreditation Body (SAS). The audit follows the three-phase model: Stage 1 audit (document check), Stage 2 audit (on-site audit) and monitoring audit annually, recertification after three years.

In many companies, operational anchoring is carried out by the environmental officer. The appointment certificate defines the reporting line to management and the audit law within the group. Areas of responsibility in the DACH region: EnEfG, EEffG, large consumer articles

Germany implemented the EU Energy Efficiency Directive (EU) 2023/1791 with the Energy Efficiency Act of November 13, 2023. Section 8 EnEfG obliges companies with an average annual total final energy consumption of over 7.5 gigawatt hours in the last three completed calendar years to introduce an energy management system according to ISO 50001 or an environmental management system according to EMAS by July 18, 2025 at the latest.

Below the 7.5 GWh threshold, Section 8 paragraph 3 EnEfG applies to companies above 2.5 Gigawatt hours with the obligation to create and publish implementation plans for economic efficiency measures. In addition, there is an energy audit obligation according to Section 8 EDL-G for non-SMEs with a simplified cycle every four years according to DIN EN 16247-1.

Austria has introduced a comparable architecture with the Federal Energy Efficiency Act 2023 (EEffG 2023) since January 1, 2024. Large companies must provide evidence of an energy audit according to EN 16247 or a certified EnMS according to ISO 50001 every four years. The National Energy Agency (monitoring body) keeps the reports and checks the audits.

Switzerland does not regulate large-scale consuming companies nationwide, but cantonally. The large consumer article according to Article 9 of the Energy Act and the cantonal energy laws obliges companies with heat consumption of more than 5 GWh per year or electricity consumption of more than 0.5 GWh per year to agree on targets, a universal analysis or an efficiency bonus. ISO 50001 certification is recognised as equivalent in many cantons.

ISO 50001 is therefore the common bracket in the DACH region that brings together parallel obligations. A certified EnMS covers the German EnEfG § 8 obligation, replaces the Austrian energy audit and is considered a universal analysis equivalent in the Swiss large consumer regime. The investment also pays off beyond the tax relief.

Consulting timetable: Nine to fourteen months until certification

The typical consultation schedule is divided into five phases. Phase one (months 1 to 2) is the pre-configuration. It includes the gap analysis against ISO 50001:2018, the identification of the significant energy consumers (Significant Energy Uses, SEU) and the definition of the system boundaries. The result is a project plan with milestones and named responsible persons.

Phase two (months 2 to 4) is the energy assessment according to Chapter 6.3. It records the historical consumption data from the last three years, identifies the SEUs (typically 80 percent of the consumption on 20 percent of the systems), defines the energy performance indicators and sets the energetic baseline. The depth of data determines the informative value.

Phase three (months 4 to 7) is the development of the management system. It includes the energy guidelines according to Chapter 5.2, the appointment of the energy management representative or the expansion of the role of the environmental representative, document management, the training programs and the procurement criteria for energy-related investments according to Chapter 8.3.

Phase four (months 7 to 10) is the pilot phase with an internal audit according to Chapter 9.2 and management review according to Chapter 9.3. At least one full PDCA cycle must be completed before the certification audit is scheduled. Corrective measures from the internal audit are documented and tracked.

Phase five (months 10 to 14) is the certification audit. Stage 1 checks the documentation, stage 2 checks the effectiveness on site. The certification is valid for three years with annual surveillance audits. Role of the environmental officer and interface to the energy management officer

ISO 50001:2018 requires the definition of responsibilities and authorities in Chapter 5.3. The standard does not name a specific role model, but rather requires a written energy management function. In practice, companies in the DACH region take on this function either through a dedicated energy management officer or through the extension of the environmental officer mandate.

In Germany, the environmental officer is not a legally mandatory role in the narrower sense, but rather an established operational function with interfaces to the emissions control officer in accordance with Section 53 BImSchG, the waste officer in accordance with Section 59 KrWG and the water protection officer in accordance with Section 64 WHG. The extension to energy management bundles operational responsibility in one hand.

The appointment certificate documents the mandate. It names the legal basis (ISO 50001:2018 Chapter 5.3 in conjunction with Section 8 EnEfG), the reporting line to the board or management, the budget, audit law and the representation rule. An appointment certificate, signed, filed and verifiable, is the minimum standard for every level 2 audit.

The role includes annual reporting to management, monitoring internal audits, preparing the management review and managing corrective measures. In the group, the coordination of those responsible for the location is also included, including the aggregation of the EnPIs at the group level.

Set energy performance indicators and energetic baseline correctly

Energy Performance Indicators (EnPIs) are the measurable heart of an ISO 50001 EnMS. Chapter 6.4 requires appropriate indicators that correlate with the significant energy uses, the energy targets and the energy performance improvement targets. Bad EnPIs make a certified EnMS an empty shell, good EnPIs control the operation.

Three levels are common. At the location level, the specific energy consumption per hour of production or per unit produced provides the top indicator. At system level, consumption per SEU is normalized against output (compressed air per Nm3, cooling per kWh of cold produced, lighting per square meter). Cross-consumptions (flow temperature, pressure level, standstill consumption) are mapped at the process level.

The Energetic Baseline (EnB) is the reference value against which the EnPI change is measured. According to Chapter 6.5, it must be collected under normal operating conditions, be statistically valid and be corrected in the event of significant changes (system change, product change, load change). The EnB correction is the most common finding in the audit.

Data quality is the prerequisite. Load curve measurements with a 15-minute resolution are standard in the electricity sector, but in the heating sector often only monthly values ​​are available. An ISO 50001 consultation therefore prioritises the measuring point architecture in phase two: submetering of the SEUs, connection to the control technology, backup recording via mobile loggers.

The EnPIs are evaluated in the management review according to Chapter 9.3 at least annually. Integration with ISO 14001, ISO 27001 and CSRD/ESRS E1

ISO 50001:2018 follows the High Level Structure according to Annex SL. This means that integration with other management systems is planned architecturally. Chapter 4 (context), Chapter 5 (leadership), Chapter 7 (support), Chapter 9 (evaluation) and Chapter 10 (improvement) have almost identical content in ISO 14001:2015 and ISO 9001:2015.

The integration with the environmental management system according to ISO 14001 or EMAS is particularly close. Energy consumption is an environmental impact, energy guidelines and environmental guidelines overlap, the environmental officer's appointment document covers both systems. A combined audit reduces the effort by around 30 percent compared to two separate procedures.

The interface to ISO/IEC 27001:2022 is limited but relevant. Energy management increasingly includes OT data from load profile loggers, submetering gateways and energy data management software. These systems fall under the Annex A controls of ISO 27001:2022. An integrated view of the ISB and the environmental officer prevents gaps.

The CSRD has required reporting in accordance with the European Sustainability Reporting Standards (ESRS) since the 2024 financial year (wave 1) and subsequent waves. ESRS E1 (climate change) and ESRS E5 (resource use) adopt large parts of the ISO 50001 logic: energy consumption, energy intensity, greenhouse gas emissions Scope 1 and Scope 2. A certified EnMS provides the reliable primary data.

Costs, effort and typical pitfalls

The costs of an ISO 50001 implementation vary greatly depending on the size of the company and the complexity of the system. For a medium-sized company with one location and an annual consumption of between 7.5 and 30 GWh, the consulting effort for the introduction is typically between 35,000 and 70,000 euros. In addition, there are certification costs of 8,000 to 15,000 euros for the level 1 and level 2 audit.

Internal costs are often underestimated. The establishment of the energetic baseline, the submetering of the SEUs and the training of employees generally tie up 0.3 to 0.6 full-time equivalents over the project period of nine to fourteen months. After certification, the effort required for the ongoing operation of the EnMS drops to 0.1 to 0.3 full-time equivalents.

The economic balance in the DACH region is often positive. In Germany, a certified EnMS enables peak compensation according to § 55 EnergieStG and § 10 StromStG as well as exemption from efficiency measure obligations under EnEfG § 8. In Austria, the energy audit requirement no longer applies. In Switzerland, the target agreement is carried out with reduced effort.

There are three typical pitfalls. First, weak EnPIs without statistical validity. Secondly, missing EnB correction after product or system change. Thirdly, an appointment document without a reporting line to the board, so that the energy management representative in the group has no mandate. All three findings can be documented in the level 2 audit.

Switzerland, Austria, Germany: Specifics of national implementation

According to Section 8 EnEfG, Germany requires the introduction of EnMS or UMS by July 18, 2025 for companies with a final energy consumption of over 7.5 GWh. The certification must be carried out by a DAkkS accredited body. Evidence is provided to the Federal Office of Economics and Export Control (BAFA) as part of the peak compensation and efficiency measures reporting.

According to Section 9 EEffG 2023, Austria requires large companies to carry out an energy audit in accordance with EN 16247 or a certified EnMS in accordance with ISO 50001 every four years. The report is made to the National Energy Efficiency Monitoring Body. Small and medium-sized companies are not obliged to do so, but benefit from subsidies through domestic environmental support (UFI).

Switzerland regulates the obligations cantonally via the large consumer article. The Energy Agency of the Economy (EnAW) and act Cleantech Agency Switzerland offer target agreements with the federal government, which are considered fulfilment of the large consumer article for many cantons. An ISO 50001 certification is additionally recognised and can reduce the annual reporting effort.

The certification bodies are accredited by national bodies: DAkkS in Germany, Accreditation Austria in Austria and SAS in Switzerland. International bodies such as TÜV SÜD, TÜV Rheinland, DNV, Bureau Veritas and SGS are active in all three countries. The selection follows the industry expertise and the existing accreditation scopes.
