ADR 2027: When the New Edition Takes Effect and What Remains to Do for Dangerous Goods Officers

The ADR 2027 amendments have been notified under Article 14 ADR, and the objection window closed on 1 October 2026. What the UN depositary notification means for the 1 January 2027 entry into force, the transition period to expect based on the established pattern, and the duty this creates under Section 3 GbV for dangerous goods officers.

Key findings

  • The depositary notification of 1 July 2026 (C.N.252.2026.TREATIES-XI.B.14) names 1 January 2027 as the entry-into-force date, unless at least one-third of the Contracting Parties objected under Article 14(3) ADR by 1 October 2026. That deadline has passed.
  • The underlying amendments to Annexes A and B were transmitted by the Government of the French Republic under Article 14(1) ADR; they were approved by the UNECE Working Party WP.15 at its 118th and 119th sessions.
  • The appointment duty for the dangerous goods officer under Section 3 GbV does not change with a new ADR edition. But Section 3(2) GbV refers directly to sub-section 1.8.3.4 ADR/RID/ADN, so any substantive change to that sub-section in the 2027 edition affects the requirements for the role directly.

The two-year cycle and the status as of 1 January 2027

The European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) is updated every two years; the edition currently in force is ADR 2025, and the next edition, ADR 2027, is scheduled to enter into force on 1 January 2027 as part of that cycle. Article 14 ADR sets out the procedure: a Contracting Party transmits the text of the amendments adopted by the Working Party to the Secretary-General of the United Nations as depositary, and the Secretary-General circulates it to all Contracting Parties.

For the 2027 edition, the Government of the French Republic took this step. The depositary notification C.N.252.2026.TREATIES-XI.B.14 of 1 July 2026 states verbatim: "The Government of the French Republic, in accordance with paragraph 1 of article 14 of the above Agreement, has transmitted to the Secretary-General the text of the proposed amendments to Annexes A and B, as amended, to the above Agreement. It will be recalled that the text of these proposed amendments had been approved by the Working Party on the Transport of Dangerous Goods of the Economic Commission for Europe at its 118th and 119th sessions." On entry into force, it continues: "Consequently, unless the proposed amendments to the above-mentioned Annexes are deemed rejected pursuant to article 14 (3) within three months from the date of the notification, i.e. on 1 October 2026, the amendments in question will enter into force on 1 January 2027." The text of the amendments themselves is set out in UNECE Working Party documents ECE/TRANS/WP.15/274, ECE/TRANS/WP.15/274/Corr.1 and ECE/TRANS/WP.15/274/Add.1.

The 1 October 2026 objection deadline under Article 14(3) ADR has already passed as of this article. We are not aware of a publicly documented objection by at least one-third of the Contracting Parties, or five of them. On the wording of the notification, the amendments therefore enter into force for all Contracting Parties on 1 January 2027.

Transition period: what to expect moving from ADR 2025 to ADR 2027

ADR Chapter 1.6 contains a general transitional provision that carries forward with every new edition: unless otherwise specified, carriage may continue for a limited period under the previous edition. For the move from ADR 2023 to ADR 2025, dangerous-goods trade associations (including the Swiss ASTAG and a Belgian occupational safety service) report that this period ran until 30 June 2025: carriage under ADR 2023 remained permitted until that date, and ADR 2025 became mandatory from 1 July 2025.

For the 2027 edition, the corresponding adopted text was not available in a primary source we could verify as of this article. We therefore do not state a specific date for the 2027 transition period as officially settled. Companies should expect a period on the same pattern, but should rely on the text of ADR 2027 itself, and, for German application, on the official notice in the Bundesgesetzblatt Teil II, once published, for the binding deadline.

What this means for the dangerous goods officer

A new ADR edition does not change the appointment duty itself. In translation: as soon as a company takes part in the carriage of dangerous goods and has duties as a participant under the Road, Rail and Inland Waterway Dangerous Goods Ordinance or the Dangerous Goods Ordinance for Sea Transport, it must appoint, in text form, at least one safety adviser for the carriage of dangerous goods (dangerous goods officer).

Section 3(2) GbV refers explicitly to ADR itself for how the function is carried out: "Die Funktion des Gefahrgutbeauftragten kann nach dem Unterabschnitt 1.8.3.4 ADR/RID/ADN vom Leiter des Unternehmens, von einer Person mit anderen Aufgaben in dem Unternehmen oder von einer dem Unternehmen nicht angehörenden Person wahrgenommen werden, sofern diese tatsächlich in der Lage ist, die Aufgaben des Gefahrgutbeauftragten zu erfüllen." Because GbV cross-references this sub-section directly, any substantive change to 1.8.3.4 in the 2027 edition affects the requirements for the role immediately, without GbV itself having to change.

The dangerous goods officer should therefore track the progress of ADR 2027 independently of the German rulemaking timeline, and check the annual report duty under Section 8 GbV and the training records under Section 4 GbV against the new edition once the text is available.

Where CIVAC helps

CIVAC takes on the role of external dangerous goods officer, or provides the workspace for your internal officer, at 49 euros per officer role per month. This keeps the appointment record, training records, the annual report under Section 8 GbV, and the tracking of upcoming changes such as ADR 2027 versioned, dated and assigned to a named owner.

Frequently asked questions

From when does ADR 2027 apply?

Under depositary notification C.N.252.2026.TREATIES-XI.B.14 of 1 July 2026, ADR 2027 enters into force on 1 January 2027, unless at least one-third of the Contracting Parties objected under Article 14(3) ADR by 1 October 2026. That deadline has passed, and no rejection is known to us.

Is there a transition period for ADR 2025?

ADR Chapter 1.6 provides a transitional rule with every new edition that keeps carriage under the previous edition permitted for a limited time. For the move from ADR 2023 to ADR 2025, trade associations report this period ran until 30 June 2025. For the 2027 edition, the exact adopted text was not available in a primary source we could verify as of this article; companies should expect a period on the same pattern and check the official text once it is published.

What changes for dangerous goods officers?

A new ADR edition does not change the appointment duty under Section 3 GbV. Because Section 3(2) GbV ties the function explicitly to sub-section 1.8.3.4 ADR/RID/ADN, a change to that sub-section in ADR 2027 affects the requirements for the role directly once the edition takes effect.
