What does a Qualified Electrician (Elektrofachkraft) do?
A Qualified Electrician, in German Elektrofachkraft, is a person who by training, knowledge and experience can assess electrical work assigned to them and recognise possible hazards. The defining anchor is DIN VDE 1000-10, which sets out the requirements for persons active in electrical engineering, together with DGUV Vorschrift 3 (Elektrische Anlagen und Betriebsmittel) for the safety duties and the testing regime, and TRBS 1203 for the competence requirements for persons inspecting work equipment under the Betriebssicherheitsverordnung.
The Elektrofachkraft plans, installs, modifies, assesses and tests electrical installations and equipment. A central daily duty is applying the five safety rules before work on electrical systems: disconnect, secure against re-energisation, verify the absence of voltage, earth and short-circuit, and cover or fence off adjacent live parts. Only the Elektrofachkraft, or a person under their supervision, may work on or test electrical systems; instructed persons (elektrotechnisch unterwiesene Personen) may carry out limited tasks only under defined conditions.
A core recurring task is the inspection of electrical installations and portable equipment under DGUV Vorschrift 3, at intervals derived from a risk assessment and the relevant DIN VDE standards such as DIN VDE 0701-0702 for equipment. The Elektrofachkraft documents the test results, certifies safe operation, and decides whether equipment may remain in service. Where the person also takes on the role of the responsible Verantwortliche Elektrofachkraft (VEFK) under DIN VDE 1000-10, they carry organisational responsibility for the electrical area of the company.

Qualification and appointment
An Elektrofachkraft is defined by qualification, not merely by appointment: DIN VDE 1000-10 requires relevant electrical training, knowledge of the applicable standards and rules, and practical experience, so that the person can independently assess work and recognise hazards. A completed electrical apprenticeship or engineering degree with practical experience typically meets this; a narrowly scoped Elektrofachkraft für festgelegte Tätigkeiten (EFKffT) may be qualified for a defined, repetitive task only.
The duty to involve an Elektrofachkraft arises from DGUV Vorschrift 3 and the employer's general obligations under the ArbSchG and BetrSichV. Work on electrical installations and the prescribed testing may only be carried out by, or under the supervision of, an Elektrofachkraft. For testing work equipment, TRBS 1203 sets the competence requirements for the befähigte Person, which the Elektrofachkraft meets for the electrical field. Many companies also appoint a Verantwortliche Elektrofachkraft (VEFK) under DIN VDE 1000-10 to carry the organisational responsibility for the electrical area, especially where management lacks the electrical qualification.
Appointment or designation is triggered when a company operates electrical installations and equipment that require periodic testing, when it carries out electrical work in-house, or when management without electrical qualification needs to delegate the electrical responsibility. New installations, a change of the responsible person, or the lapse of required updates each call for confirmation of the qualification and the assignment.
