What is a Hydraulic Hose Line Inspector?
A hydraulic hose line inspector is a qualified person (befähigte Person) who carries out the recurring inspection of hydraulic hose assemblies. Hose lines are wear parts: they age, the inner liner perishes, the reinforcement corrodes and fittings loosen. A failing line under pressure can cause whip injury, fluid injection injury, fire from atomised oil and uncontrolled machine movement. For that reason the inspection is treated as a safety function, not a maintenance convenience.
The occupational safety basis is the Betriebssicherheitsverordnung (BetrSichV). Under Art. 14 BetrSichV the employer must have work equipment inspected by a qualified person at intervals derived from the risk assessment. The qualification and the conduct of the inspection of hydraulic hose lines are described in DGUV Regel 113-020, which sets out the requirements for the befähigte Person, the inspection scope and the criteria for assessing condition and service life. The technical reference for the assemblies themselves is DIN EN ISO 20066, formerly DIN 20066, covering the testing and the documentation of hydraulic hose assemblies.
The inspector assesses each line for ageing and damage: surface cracking, abrasion, kinking, leakage, deformation of fittings, corrosion and exceedance of the storage or service life. The result is recorded, including the identification of the line, the criteria checked and the verdict. Where a pressure test is part of the defined scope, the test parameters and outcome are documented as well. Lines that fail are withdrawn from service. The records substantiate that the employer has met the inspection duty under BetrSichV.
Duties of the Hydraulic Hose Line Inspector
- Carry out recurring inspections of hydraulic hose assemblies as a qualified person under Art. 14 BetrSichV
- Assess ageing, surface cracking, abrasion, kinking, leakage and corrosion against DGUV Regel 113-020 criteria
- Evaluate the service life and storage life of each hose line and identify lines that have exceeded them
- Verify the correct selection and assembly of hose lines against DIN EN ISO 20066 and the manufacturer's data
- Conduct or arrange pressure tests where these fall within the defined inspection scope
- Record the inspection result with line identification, criteria and verdict for each assembly
- Withdraw defective or time-expired hose lines from service and document the action
- Advise on inspection intervals derived from the risk assessment and operating conditions
- Maintain an inventory of hose lines with installation date, type and inspection history
Appointment as a Qualified Person
There is no formal authority appointment for a hydraulic hose line inspector. The employer designates a befähigte Person under Art. 2 Para. 6 BetrSichV. A qualified person is someone who, through vocational training, professional experience and recent relevant activity, has the knowledge required to inspect the work equipment correctly. DGUV Regel 113-020 concretises this for hydraulic hose lines: the inspector needs knowledge of hose construction, ageing mechanisms, the relevant standards and the assessment criteria.
The employer determines the need for the inspection in the risk assessment under Art. 3 BetrSichV and derives the inspection intervals from it. The intervals depend on operating pressure, dynamic load, ambient conditions such as heat or chemicals, and the consequences of failure. There is no single statutory interval, which is why the documented risk-based determination is decisive.
A written designation of the qualified person and a record of the qualification are recommended. The employer should keep proof of the inspector's training and experience available so the inspection duty under BetrSichV can be demonstrated to the supervisory authority or the trade association after an incident.
